East Wenatchee Water District still showing favoritism

East Wenatchee Water District manager Greg Brizendine and the three commissioners have been vehemently denying showing any favoritism to local developer Calvin White

even though all of the evidence seems to show a very different story. The latest evidence is shown quite clearly in the EWWD meeting minutes.

October 17, 2007 minutes
Greg reported that a Mr. Phil Cook has requested water service for his parcel of land located up Blue Grade Road. This parcel is adjacent to our current service area boundary but outside the current service area. Mr. Cook drilled a well in 1992 and the well yielded 1 ½ gallons per minute. When the well was retested a week ago the yield had dropped to about ¼ gallon per minute, which is not enough for a new home. There was substantial discussion on Mr. Cook's water needs but the Commissioners decided to decline the request for water service since there wasn't a current home on the parcel. Greg will send a letter to Mr. Cook about the Commissioners decision to deny this request for water service.

November 7, 2007 minutes
Greg informed the Commissioners that he received a letter from Premium Developments requesting an 8" water connection on Batterman Road to serve approximately 36 lots. They will get irrigation water from another source. Greg went over RCW 57.08.005, 57.22.010 and 35.91.020. These RCWs pertain to a property owner wanting water service that is outside the current District boundary. There was an extensive discussion. The Commissioners agreed to provide water to the proposed area. Premium Developments (Calvin White's LLC) must go through the County process and also meet the terms and conditions of the District line extension policies. Commissioner Laughery made a motion approving Greg to sign the water availability for this area, subject to the developer meeting all County requirements and obtain their approval for the developer's proposal. Commissioner McCourt seconded the motion. Motion carried unanimously.

Oddly enough the commissioners refused Mr. Cook due to there was no existing home on the property and according to ratepayers that were at the meeting (although it was not mentioned in the minutes) commissioners also refused it due to the fact that if the EWWD allowed one property owner outside of the district to access water then they would have to allow "everyone" outside of the district water.

Apparently Calvin White having 36 lots outside of the district that have not even been approved by the county is totally different and allowing him water will not encourage other out of district land owners to request water.

Excellent diary, thanks!

I did a few edits. First, I spelled out the name of the water district in the title of the piece.  You'd used the abbreviation EWWD.  I think more people click into stories when they know what they're about.  Plus, spelling out the name of the agency in the title will make it more likely that the piece comes up on search engine searches.

I provided links to the EWWD minutes.  Links to sources help readers check out whether they agree with your version of them and give credibility.  It only takes another minute.  Here, from the mini HTML cheatsheet on Washblog's Writer's Page is the info on how to create these links:

To make a hyperlink or "hotlink" to another page:
<a href = "http://www.theurlyouwannalinkto"> the text you provide to describe the link</a>

I changed the subject on your piece from Alternative Media (the default) to Water Resources -- so that if anyone is interested in this subject and searches it on Washhlog, they'll find your piece.

Finally, I fixed some minor spelling and spacing issues.  Washblog's program sometimes inserts <br>'s and other code where people don't put it.

I hope you don't mind -- I want more people to be able to find the piece and to see it's credible.
