Democrats and the catastrophic failure of the Iraq war

Seattle Occupation Project is holding its first action today, an occupation outside the Federal Building from 9AM to 5PM to ask Senator Murray to pledge a vote against Bush's new supplemental appropriation for billions more for the Iraq war.  The next occupation is on Valentine's Day. Democrats have the majority in both houses.  The majority of Americans want this war over.  So why don't we see the Democrats ending it?  Legislation that would do that is proposed.  But it stalls or dies, replaced by resolutions that sound good and do nothing.  Those, in turn, are watered down then killed.  Like the Warner resolution last night.   Meantime, years go by and we're sliding around in blood -- in increasing danger of sliding right into WWIII.  We look to the Democrats for hope but, with few notable exceptions such as Senator Murray's original vote against the war, they support all of Bush's appropriations, appointments, and schemes.  

The recent Warner resolution is an exquisite example of the politics first approach that has kept us in this war.  Conservative Democratic Senator Ben Nelson and others maneuvered the Party into accepting a toothless resolution in place of real action.  The Democratic leadership went along and so, apparently, did Senators Cantwell and Murray.  Cantwell has a statement on her website saying she supported the Warner-Levin compromise resolution.  Today, I asked a representative in Senator Murray's press office why her response to this Iraq crisis is so low-key.  See below for more.  

In our conversation, Senator Murray's press representative would speak only off the record, as the sole person authorized to speak was unavailable.  But he advised me to tune into C-Span to hear Senator Murray's speech denouncing the Senate Republicans for blocking the Warner resolution.  A press release that probably repeats much of the content in that speech just went up on Senator Murray's site:  Senator Murray Speaks Out. Well, Senator Murray, a partisan denunciation for the blocking a meaningless resolution is not good enough.  In fact,it looks to me like political cover for your failure to take meaningful action.  

The Warner resolution was opposed by Democratic Senators Russ Feingold (WI) and Chris Dodd (CT) because it was ineffectual. David Sirota points out in an Op-Ed piece of today that allowing a toothless anti-Iraq war resolution to pass with bi-partisan support makes no difference in the outcome of the war but gives electoral advantage to the Republicans who vote for it.  This recording of David Sirota's recent 3-minute interview with Russ Feingold is a must-hear:  [mp3],   [Windows].  Feingold blames the Democrats' failure in Iraq on their willingness to heed the advice of consultants. I've transcribed Feingold's quotes from this recording; they're at the end of this post.

This afternoon, I spoke with Erin Alexander of Seattle Occupation Project.  She told me that the Seattle peace community has long been trying to engage with Senator Murray.  I asked Erin to grade the Senator on the war.  She said, personally, she'd give her an "F".  In her experience, Murray has been non-responsive to the peace community from the beginning.  Despite numerous requests and attempts to engage her she's refused to meet or even talk with them -- and she refused to hold a Town Hall meeting on the war proposed by Stand Up Seattle last year.  

Today, activists from the broad coalition of peace groups that make up the Seattle Occupation Project, are stationed inside and outside Senator Murray's office in Seattle, trying to get her to pledge a vote against Bush's supplemental to the budget.  They will do the same with Representative McDermott and Senator Cantwell.

We are not seeing the real story on the Warner-Levin resolution in the traditional news.  Nor do we get it from the Democratic Party leadership, as Howard Dean's statement today shows.  MoveOn's playing the game, too.  From an email I received today:

Dear MoveOn member,   It's outrageous.  After saying they wanted to join Democrats, Senate Republicans now are filibustering the anti-escalation resolution--dodging the first vote on the war since the election. They know the American people are fed up.  And they know the president is wrong.  But they still won't take a stand.  We're not going to let them hide.

Gee, thanks MoveOn.  That's really brave of you.

Sirota: Asks: if conservative Democrats like Ben Nelson can use political brinksmanship in support of bad policy, can progressives help Senators like him and Chris Todd use brinksmanship in support of good policy?

Feingold: I wish the problem was confined to the Ben Nelsons of the world.  I think that's something we could handle.  It's not that's small.   What it is--is a whole lot of Democrats, you might call them middle-of-road Democrats, liberal Democrats.  Even people who voted against the war, who refuse to pull the trigger, who refuse to do what has to be done here.  It's an historical tragedy, that good people who know better are trying to take the easy way out.

And so it requires brinksmanship.  It requires me to take the kind of steps I've taken, which is not fun.  It is difficult to say these things.  Because I admire my colleagues, I like them, I respect them.  But I simply can't go home every week and know that Wisconsin men and women are going to die for no good purpose at this point, simply because politicians want to play it safe.  There comes a point where it's against my conscience to put up with that.  So I am for as tough an approach as is necessary to end this war.

Sirota: Asks: so we're dealing with middle-of-the-roaders ...

Feingold:  I think it's more than that.  What I think is happening is that the Washington consultants, especially those who were part of the previous Democratic administration, come into a room with leadership and tell them, look, if you propose a timeline, or if you try to cut off the funding, the Republicans will tear you apart.  So I think it comes from the inside.  I think it comes from the Washington inside crowd that sets the parameters of this debate.

This Washington inside crowd was for this war.  And they can't figure out how to get out of this situation and if they sort of admit that we've just got to get out of there, then there's egg all over their faces.  So they're trying to finesse this.  So this assumption that somehow it's Democratic Senators saying, you know this is a tough vote for me.  I think it's coming from the power structure in Washington that's trying to figure out how to explain how they made one of the biggest mistakes in the history of this country.  And that's why you got to go right at them.  The people of this country want this over.  Washington consultants supported this.  So it's us versus them on this issue.

Perhaps Sen. Murray is more responsive to some than others, but she--or more precisely, her staff members--have been very unresponsive to resolutions I've had the responsibility to bring to the senator's attention.

For example, in 2006, the 36th passed a resolution regarding Iraq relief and reconstruction, the rate of deadly diseases among Iraqi children, and the chronic shortages of essential medicines in Iraq. Rep. McDermott's office responded by sending a letter to dearly departed Sec. Rumsfeld, and Sen. Cantwell's office worked with public health specialists at the UW. Sen. Murray's office wouldn't even give us the courtesy of a response, despite repeated phone calls and email.

In the last month, the 36th has passed two Iraq resolutions, one from the membership and one from the Executive Board. Again, we've received responses from Rep. McDermott and Sen. Cantwell, but Sen. Murray's office hasn't condescended to respond to us yet. It's not my job to decide what to do about that; it's the membership's decision about how they'd like to respond, if at all, to the senator's continuing unresponsiveness.

When you are John Havlicek setting up the play, well, it is o.k. to fiddle and diddle.

Do we, I ask rehtorically, even have people who know what the hell a play is?

One of the keys to her re-election was the support she received from veterans. She has been a vocal advocate for veterans--a vocal advote except in one respect: she hasn't been advocating for their return home. She wants veterans to be treated for PTSD when they return home, but she doesn't advocate getting them home before they need treatment for PTSD.

So what kind of an advocate is she really for veterans? If she cares about veterans, let her advocate for their prompt return to the United States. Let her show us that she isn't supporting veterans merely to get re-elected. Let her show a little leadership for once in her career. Let her show some courage.

I think it's unfair to grade Patty Murray as an "F." Like Peppermint Patty (an appropriate nickname?), she deserves a D-minus.

I was at the Occupation in her office yesterday. Her staff seems to think we are satisfied with tepid pronouncements that she would never leave the troops in the field w/o funding.  I told them those kind of statements are disingenuous since that is not what we are asking.

I pointed out that even Murray's rhetoric is not good. There is NOTHING on her website about stopping the war. The commenter's point above about her "concern" for vets rings hollow when she has no concerns about creating new disabled vets and orphaned children by allowing this war of choice to continue.

It is up to us, folks.  If they are being artful in dodging our requests to end this disastrous war or if they really are just clueless (unforgiveable as a senator in the most powerful nation in history)--either way it is up to us  to inform them their unresponsiveness is at an end, one way or the other.  We are not giving up.

Keep those calls and cards flowing into all three:  Murray, Cantwell and McDermott.  There are some signs that McD is moving our way.

It's with ever-growing frustration, bewilderment, and sadness that I have watched the Democratic Senate blunder through their weak and ineffectual attempts at crafting a non-binding resolution against escalation, refusing to take any meaningful action to actually end this war.  Meanwhile, as the "procedural" battle continues, the clock ticks and more die on the real battlefield.  You said it all so well, including the "thanks" to MoveOn. (Wasn't sure if others were as bothered by their email as me. I intend to write them, even if no one reads it.)  Will be looking out for information on the Feb. 14 Occupation action.

The war has already cost us over $300 billion!! And now were gonna double or triple that again. According to the Borgen Project, it costs only $19 billion annually to end hunger by 2015.  Imagine what the money being spent on the war could do for the Millennium Development Goals!!
