Resolutions and Precinct Caucuses

[Front paged, N.M. We need some discussion on the process of submitting resolutions at the upcoming precinct caucuses. This is a great place to start: resolutions on election reform.]

It seems to me that resolutions can be submitted at precinct caucuses.

Correct?

I would like to submit a number of resolutions on election reform ranging from guaranteeing voter access (nationwide uniformity in voter registration standards, punishment for voter caging, defrauding voters of their right to vote by blacklisting them as was done in the 2000 Florida presidential election and the 2004 Ohio presidential election), through accurate vote counts (nix to touchscreen voting machines and other electronic voting methods which are easily tampered with), through clean campaign financing through severe punishments for rigging elections as was done in the Senate campaign of John Sununu in New Hampshire in 2002).

There may be some other issues associated with elections that I have not touched on.

I would also like to know whether or not a precinct could submit a resolution chastising a national congressional delegate for failing to honor his or her oath to defend the U.S. Constitution against "all enemies," including the president of the United States.

A number of us in the 30th LD of Washington State have issues to discuss with Adam Smith regarding his votes on the Military Commissions Act (the so-called Patriot Act) and HR 1955 which now languishes in the Senate as S. 1959 under the aegis of Joe Lieberman in the Homeland Security Committee.

It seems to me that at the precinct level it may be easier to get resolutions accepted and passed.

WHEREAS the right of citizens of the United States to vote is a fundamental right;

WHEREAS it is the duty of the Federal, State, and local governments to promote the exercise of that right; and

WHEREAS discriminatory and unfair registration laws and procedures can have a direct and damaging effect on voter participation in elections for Federal office and disproportionately harm voter participation by various groups, including racial minorities,

BE IT RESOLVED to establish procedures that will increase the number of eligible citizens who register to vote in elections for Federal office; and

BE IT RESOLVED to make it possible for Federal, State, and local governments to implement this Act in a manner that enhances the participation of eligible citizens as voters in elections for Federal office; and

BE IT RESOLVED to protect the integrity of the electoral process; and   

BE IT FURTHER RESOLVED to ensure that accurate and current voter registration rolls are maintained.

SEC. 4. NATIONAL PROCEDURES FOR VOTER REGISTRATION FOR ELECTIONS FOR FEDERAL OFFICE.

     (a) IN GENERAL- Except as provided in subsection (b), notwithstanding any other Federal or State law, in addition to any other method of voter registration provided for under State law, each State shall establish procedures to register to vote in elections for Federal office--

          (1) by application made simultaneously with an application for a motor vehicle driver's license pursuant to section 5;

          (2) by mail application pursuant to section 6; and

          (3) by application in person--

               (A) at the appropriate registration site designated with respect to the residence of the applicant in accordance with State law; and

               (B) at a Federal, State, or nongovernmental office designated under section 7.

     (b) NONAPPLICABILITY TO CERTAIN STATES- This Act does not apply to a State described in either or both of the following paragraphs:

          (1) A State in which, under law that is in effect continuously on and after March 11, 1993, there is no voter registration requirement for any voter in the State with respect to an election for Federal office.

          (2) A State in which, under law that is in effect continuously on and after March 11, 1993, or that was enacted on or prior to March 11, 1993, and by its terms is to come into effect upon the enactment of this Act, so long as that law remains in effect, all voters in the State may register to vote at the polling place at the time of voting in a general election for Federal office.

WHEREAS we, as voters and citizens, are concerned that there is a threat to democracy when private companies increasingly influence and control how we conduct our elections in this country;

BE IT RESOLVED that the United States Congress conduct a full investigation into the dangers associated with the privatization of our public elections to determine whether certain US voting systems companies have committed crimes under federal and state anti-fraud laws which should be referred to the appropriate authorities for prosecution.

  Is Caucuser a word?)

  In and effort to make the Caucus experience more "acceptable" to the hoped for large number of newly active Democrats at the Caucus, the rules for the Caucuses are revised this year.

  Any and all resolutions will be accepted with little or limited debate. They are to be passed on to the County Platform Committee. (Anyone who wishs to be part of that Committee will be welcomed with open arms in Whitman County and probably any County).
  The Platform Committee will be tasked with consolidating simuliar resolutions and also determining if the resolution should be incorporated into the County Platform or remain a resolution.
  The results of the Platform Committee become the base of the major part of the County Convention (April 19 in most Countys, King usually has a different date for some reason)
  The County Platform(s) and resolutions are passed to the State Platform Committee (A lot of work and a fair amount of fun:).
  The final result are the platform and resolutions presented to the State Convention.
  It should be noted that the 2006 Platform/resolution process was a clusterf***, I have been assured by many top party officals that this will not happen in 2008.

  In final answer to Karen's question, yes the Precinct Caucus is the place to start such actions. It would be best if her resolutions we introduce and forwarded from several Caucuses. But, if she and others want to pursue the issue, they need to aso volunteer to serve on the Platform Committee(s).

A Resolution Expressing the Strong Opposition of Democrats to Terrorism as Well as Their Commitment to Civil Rights and Liberties

WHEREAS, the Constitution of the United States is our charter of liberty and enshrines fundamental rights of Americans, including the freedoms of religion, speech, assembly, privacy and petitioning the government for a redress of grievances; and,

WHEREAS, all elected and appointed officials in the United States, including our U.S. Senators and Congresspersons, swear, upon taking office, to uphold and defend the United States Constitutions; and,

WHEREAS, United States Democrats are proud of their long and distinguished tradition of protecting the civil rights and liberties of United States citizens and others; and,

WHEREAS, the preservation of civil rights and liberties is essential to the well-being of a democratic society; and,

WHEREAS, federal, state, and local governments should protect the public from terrorist attacks such as those which occurred on September 11, 2001, and should do so rationally and deliberately to ensure that new security measures enhance public safety; and,

WHEREAS, United States Democrats believe that there is no inherent conflict between national security and the preservation of liberty; Americans can be both safe and free.

NOW, THEREFORE, BE IT RESOLVED BY DEMOCRATS OF THE STATE OF WASHINGTON THAT

They affirm theirs strong opposition to terrorism, but also affirm that any actions to end terrorism must not be waged at the expense of the fundamental civil liberties, rights, and freedoms of the people of the United States.

They encourage each United States citizen to read and study the Constitution of the United States, with special emphasis on the First Ten Amendments, the Bill of Rights of America..

PASSED AND APPROVED this 9th day of February, 2008.

According to the latest party info, submitting resolutions will be the last bit of business on the precinct caucus agenda, and it sounds like there will be little debate allowed.

We should be prepared to submit hard copy resolutions for this part of the agenda because there actually is little point of debating where commas should be, or other points because at a higher level, the LD or State, similar resolutions will be combined and the final language will be determined at that point.

My understanding is that at this point in the caucuses facilitators will be under the gun to finish business, adjourn and vacate the location.

If my impressions are wrong, please correct.
