lewis county argues for funds after flood

The current levees don't do enough to protect the interstate and the cities, Hammond said.

"The levees were there to protect the community as it was developing but primarily to protect the (Chehalis-Centralia) Airport following World War II," Hammond said. "We want to get going now with the corps, when they still remember what they saw in December."

Vancouver Democrat Bill Fromhold, who is chairman of the committee, expressed concerns about commercial development in the area, referring to the Twin Cities Town Center in Chehalis.

"My first question is, why do we build commercially in that area on I-5?" Fromhold asked, adding, "It seems to flood a lot there."

After the hearing, Fromhold said, "It doesn't make sense to me to build in a 100-year flood plain. But it's not that I'm unsympathetic to the need for the county to develop. Local government needs to be cautious about where they do building -- in every county, not just that one."

Averill said the history of the county cannot be changed and development did not play a big role in the urban aspect of the flood.

"Building in the floodplain occurred when the railroad came into Lewis County, and when they built the interstate, it moved down with the railroads," Averill said. "Most of the criticism that came from the press is from the (Twin Cities) Town Center. I would point out to you that there was a levee around the airport and those buildings were inside those levees. In all previous rains, the levee held the water out of there." (chronline.com)

why are they waiting until now to resolve this issue of where and why the area keeps flooding? I know that there was a big flood in the 1970's, then again in 1991 ( i was in that one. I was working as a case worker for developmentally disables adults in their home and my dad had to take me to work in his 4x4), 1996 and then now. Averill needs a serious history lesson here. its just that they had to wait until the flood got really serious to actually do something.
Also, remember the hospital was put on the other side of the river and the flooding blocked access forcing nurses and doctors to spend days there and sick people has to be airlifted in ( at what cost?).

There are so many things in that area that impact flooding.  Besides the fact that it is stupid to develop in a flood plain, the development itself is a major contributor to the severity of the flood.

Development creates impervious surfaces (roads, roof tops, parking lots) which prevent water from being absorbed. Also, a lot of the development was created on raised plateaus. These plateaus caused the water levels to rise higher than would normally be the case. These plateaus have the same effect that placing bricks in a bathtub have.  The bricks displace the water and the water level rises, overflowing the sides if enough bricks are placed in the bathtub.

Then you have the problem with clear cutting in the area which also slows absorbtion rates on the steep slopes, causing rapid run off.  Then there were the muslides that contributed to blockages and rising water levels.

This area is one big cluster F*%#.
