Urgent! What Really Happens at a Caucus

I would like a quick and dirty one-page agenda of what is to be accomplished at a precinct level caucus.

I saw a state party presentation on what happens but it was a tad hairy and left a number of issues unresolved.

Precisely, how do participants vote on presidential candidates? Step by tedious step.

Is the 15% rule of Iowa in force in Washington State?

When will voting on candidates be cut off?

What about latercomers to a caucus?

What documents should a caucus participant receive when one participates?

I believe that every participant is given a kit but just in case there are not enough kits for all participants what is a checklist of what one should receive?

I think there are a number of questions that should be asked that I haven't asked.

I will do a bit of googling to search for possible agendas but it is very important to have the State Democratic Party rules for reference because that is  what will prevail at caucuses.

I am not convinced that the State Party rules have been written in stone yet because there was a bit of spirited discussion over certain rules of the caucuses.

If any of my assumptions are incorrect, please correct.

Caucus Night Agenda

1) Registration
· Caucus Attendees read candidate letters and sign nomination papers
· Caucus Attendees fill out surveys

2) Caucus is called to order by Temporary chair
· At 6:30pm or when registration is complete

3) Iowa Democratic Party Presentation
· Temporary Chair reads letter from Scott Brennan, State Party Chair
· Absentee Ballot Presentation

  1. Elected Officials􀂶 Presentations

  2. Election of the Permanent Chair and Permanent Secretary

  3. Viability Threshold Determined and Preference Groups Form
· This cannot happen before 7:00pm
· Groups have up to 30 minutes to form

7) Delegates Awarded to Viable Preference Groups
· Using Caucus Math Worksheet

  1. Caucus Results Reported to IDP Toll-Free Reporting Line

  2. Election of Delegates and Alternates

  3. Ratification of the Slate of Delegates and Alternates

  4. Election of County Convention Committee Representatives

  5. Election of Precinct Committee Persons

  6. Resolution Discussion and Adoption for submission to the County Platform

  7. Any new business

  8. Caucus Adjournment

in the comments of this Washblog story: WA Presidential Primary and Caucuses --- and as N in Seattle reports on DailyKos today: First in the Nation Caucus - At the Seattle DrinkingLiberally Precinct, there is no 15% threshhold rule at the precinct caucuses this year.  

This is a change from past years.  Wrog was the person who initiated this change and and he vetted it here in this dairy back in April: WSDCC Delegate Selection Plan - public comment #2 - killing the precinct 15% rule.
