I'm not sure where I stand on this. Internet2 has been a reality for awhile in Academia. There's also a lot of unused fiber around after the Internet bubble burst. I think the defunct Enron like outfit was Global Crossing.
It does cost to operate and maintain the pipes.
And, already if I wanted a higher bandwidth upload ability, my ISP would charge me more.
On the other hand, spreading the cost over all users seems better. After sometime, the older pathways will be subsumed into the faster infrastructure.
And dial-up will never have the nostalgic feel of driving old highway 99 or Route 66.
