Nobody noticed the misprinted ballots.
At West Woodland Elementary in Seattle ballot numbering in the upper right hand corner of the tearoff stub was completely hosed. This reads "X of Y Ballots Remaining".
Y read "POLL1721" (SEA 36-1291) to "POLL1730" (SEA 36-1341) for the various precincts. This string appeared to be unique and the associated number appeared to be monotonically increasing for each precinct. This value was fine however on the provisional ballots. X read the same as the ballot number: monotonically increasing with each ballot instead of decreasing.
I recall one of the regular pollbook judges remarking on it early in the day. I didn't even notice the problem with the provisional ballots until I was doing the ballot accountability paperwork at the end of the night. So then I had to count the remaining ballots manually (all was o.k.)... I don't know if the pollbook judges bothered.
A call to the trouble shooter by the Inspector, and he told me that he was told not to worry about it. Is there anything wrong with this picture? Hrmmm.. I figure they put that information on the ballot for a reason. I figure it's so that we know how many ballots were printed and therefore as a double-balance accounting check how many were issued (obviously). Unless they somehow refute our accounting I guess it doesn't materially matter... but I would be greatly concerned if "mysteriously" there was a sudden rash of undercounting errors "discovered". Could that happen and go unnoticed? How did it happen that they printed them like this? Where were the Party observers while this was going on? Did this also affect absentee ballots? (Also, I issued 18 provisional ballots; the majority of these were to people who claimed they did not receive their absentee ballots. Of course they must be lying.)
