Dear County Chairs,

We have received a few questions about PCO races in the context of the new Top Two Primary.

PCO races will appear on the ballot after all ballot measures and other offices.  Voters will be instructed:

"If you consider yourself a Democrat or Republican, you may vote for a candidate of that party."

Candidates will be listed by party, and the candidate from each party who receives the most votes will be declared elected.

As you know, filing week begins next Monday, June 2 and ends Friday, June 6.  A PCO Declaration of Candidacy is attached.  You can find additional information about candidate filing and the Top Two Primary on our website at:  http://www.secstate.wa.gov/elections/

I don't know how it is elsewhere, but in King County they won't accept anything postmarked before May 16 (moot now), and postmark doesn't matter in terms of the legality of "acceptance": it must be recorded during the week of June 2 - 6 during normal business hours.

The Parties (the 36th District Dems at least) will collect these from their members and file and see them recorded en masse during that week... although I chose to mail mine, return receipt requested and even though I've received the return receipt I will be calling at the beginning of next week to confirm that it has been recorded; and if it isn't I will be going there in person.

However, all is not lost if you don't make that, I don't see how they could discriminate against PCO races: seems to me you could still pay the filing fee and run a writein campaign up until the day before the election. You do have to pay the fee, though. That's something people don't seem to understand about write-in candidacys.... Anyway, the rules (for King County at least) are published on the King County Elections web site.
