Local Chapters "Clean Campaign" Organizing

I created this page to help "local chapter" activists here in the 47th Legislative District quickly find links to the key public financing bills and to our legislators.

The legislators' committees are listed here, because the key time to write them is when the bills are in their committees.

The District Finder will tell you which district you live in and lead you to info on your legislators' committees. If you would like to organize or become part of a local chapter to keep tabs on actions you can take locally, contact craig@washclean.org, or matthedman@washclean.org.

Campaign public financing bills currently in WA legislature
Washington Bill Information Page
The judicial bill provides for public funding for the campaigns of Washington Supreme Court and Appellate Court candidates.  The local campaign bill is a very short bill that simply reverses the prohibition against public funding of local campaigns that was put into place in 1992 via Proposition 134. The "comprehensive" bill cited below is comprehensive on a state level; it would provide for funding for state legislators, the governor, and executive offices.

CURRENT STATUS AND ACTION NEEDED
The official bill pages, linked to above, will give current status on those bills. Washington Public Campaign's page features the most current updates for citizen action. This space will feature anything considered to be of special 47th LD interest.  This is an organizing tool; not an official summary.
January 22, 2007: These bills are all in their original committees.  If they pass out of these committees, they will end in the House Appropriations Committee and in the Senate Ways and Means Committee.  The 47th LD has one legislator on these committees: Pat Sullivan, in the House Ways and Means.

Committee Assignments

  • Appropriations
    The House Appropriations Committee considers the operating budget bill and bills with fiscal impact. In addition, the committee specializes in pension policy.
  • Appropriations Subcommittee on Education - Vice-Chair
    The House Appropriations Subcommittee on Education considers issues relating to funding of early learning, K-12, and higher education programs and agencies and makes funding recommendations to the Appropriations Committee.
  • Community and Economic Development and Trade
    The House Community and Economic Development and Trade Committee considers issues relating to local and state economic development, business assistance and financing, tourism, and other related concerns. Community development issues include revitalizing and building self-sufficiency for low-income communities and preserving communities with distinct cultural identities. The committee also considers issues relating to domestic and international trade.
  • Education
    The House Education Committee considers kindergarten through twelfth grade (K-12) educational policy and finance issues.

Committee Assignments

  • The House Local Government Committee -- Chair
    Considers issues relating to the operations and financing of counties, cities, and special districts (other than school districts). The committee also considers issues relating to the Growth Management Act and related land use issues, such as local permitting, the subdivision of property, and property rights.
  • Insurance, Financial Services, and Consumer Protection
    Considers issues relating to insurance, including the activities of the Office of the Insurance Commissioner and the Pollution Liability Insurance Agency, the solvency of insurance companies, and the rates and practices of insurance companies. Financial services issues include those relating to the activities of the Department of Financial Institutions, the safety and soundness of state banks and credit unions, the regulation of consumer credit and lending, and the regulation of securities and investments. The committee also considers consumer protection issues related to financial services and insurance.
  • Transportation
    The House Transportation Committee considers the transportation budget, revenue sources for transportation funding, and issues relating to transportation policy and transportation agencies, including the Department of Transportation and the Washington State Patrol.

A number of people from the 47th and 33rd LDs met on 1/18 to strategize on how to support clean campaign legislation.  We thought two things were important to start out with.  First, that we read the legislation.  Second, that we write letters to our legislators.

Tomorrow, there's a hearing on the judicial bill that will be held by the Senate Government Operations & Elections Committee.  This WPC page gives the email addresses of the  senators who sit on that committee.  None of them are my legislators, but I copied the senators' addresses provided on the WPC page, anyway, and sent out one quick email.  It took 1 minute.

These letters don't have to be long; they don't have to be masterpieces.  Simply saying, 'I support clean campaigns' -- is what's important.  It provides backing for legislators who do support this legislation.  And it shows legislators who are uncertain on the issue that the public cares.  I hear that, when a state legislator gets 10 or so letters or calls from their constituents on an issue -- they pay attention.

I wrote my own legislators too, although none of them are in committees that are currently considering any of the clean campaign bills.  I wrote a very simple and general note.  That took one more minute.  

Later in the session, I'll write a note and make a call to Representative Pat Sullivan.  He's a member of the House Appropriations Committee -- where bills that pass out of their original committtees must go on their way to becoming law.

Tomorrow is the big day! At left is the poster I made, which the WPC people will bring to Olympia with matching buttons and ID stickers.

I just got this email from Sarajane, one of our Clean Elections lobbyists:

"Your poster was a big hit in Olympia yesterday.  I took a handful down and gave one to Rep. Shay Schual-Berke, who tacked it to her office door, and Rep. Mark Milsocia, who is going to frame it for his office wall.  I'm going to get a professionally printed one to Mark today...

He suggested that we distribute them as broadly as possible by broadcast email, not just for people's home and apartment windows, but for their car windows... [for which I made half-size and double-sized versions ~Dina]

I think our poster is ready for broad distribution...If so, let's see what our grassroots do with it.  ~Sarajane"

I think Sarajane will wear out her home printer in no time, but she seems determined to print out 100 color copies.
