Can the Democrats in DC end the war?

Like most of you, I am mad as hell and do not wish to take it any more. Our nations President is a mad man and we need a path toward peace. It is true that I know a few things about politics but one thing I do not know is: Given the fabric of the majorities in both houses of congress and with Bush in the whitehouse what can our elected Democrats and perhaps a few Republicans do to bring an end to this war, bring our people home and stop the insane plan to send even more to Iraq? When we get mad it is important to know who or what you are mad at and why. I am not ready to say that we should not be mad at Democrats on the first day they have the majority since Bush started this war. Still, if I am going to focus my anger at Democrats then I want to understand what they have the power to do and in knowing this, to understand what they are not doing.
Likewise, I am not ready to say that Cindy Sheehan was misguided and working against the cause of peace when she directed hostility at the new Democratic House leadership. But I will say that it is no surprise that FOX news is giving this a bunch of air time. The fight for the middle continues every day and swing voters made the difference on election day by voting democratic and images like these will surely drive those swing voters at least to a place of doubt.
If the blame is well placed then I am OK with that. But, I want to have it laid out for me and I want to see that it is leadership who is blocking the doing of whatever can be done. Now I understand that a few Democrats are said to be supporting the Bush surge plan but that is a far cry from leadership doing so (see below). I know we have some experts here so help me out. Help us all out. Bring into view what steps can be taken by congress to bring our troops home even without the presidents support. [editor's note, by Particle Man] The two comments from chair's or leadership are as follows: (from the New York Times story) "Senator Harry Reid has said that he will consider supporting a short-term increase in troops, but his spokesman, Jim Manley, declared, “If it’s not temporary in nature, it’s a nonstarter.” "Senator Carl Levin, the Michigan Democrat who will lead the Armed Services Committee, said he would not “prejudge” the president’s proposal. While he would oppose an open-ended commitment, Mr. Levin said, he would not rule out supporting a plan to dispatch more troops if the proposal was tied to a broader strategy to begin reducing American involvement and sending troops home."
