Bob Baker files another anti-immigrant initiative

Update [2007-3-11 18:16:53 by Carl Shook]: Bakes's Initiative gets a number, and some attention from the ACLU and others. click here. Hat tip to Andrew at NPI: Bob Baker, a self-identified Minuteman and (sometimes?) head of Protect Washington Now, has filed another anti-immigrant initiative similar to (if not the same as) 2006's I-946.  Last year, Bob Baker, and later Martin Ringhofer, failed collect enough money or signatures (its disturbing how those two things so often go hand in hand), and I-946 never made it to the November ballot, despite a stirring ad campaign -"No comprende illegal?" & "Press #1 for English" t-shirts - and widespread support by Washington's assorted Minutemen.

It is tempting to consider the yet-unnumbered or unnamed initiative dead on arrival.  Martin Ringhofer's last-chance fundraising effort in 2006 was pretty desperate, but the cash reserves of outside groups like FAIR can make a big difference, and anti-immigrant organizations, as well as members of the Congressional Immigration Reform Caucus, lend political capitol and subjective support for these types of measures.  Citizens of Washington state might ultimately have less to say about this measure than they'd like.

For example, the Western States Center reports that Arizona's Prop 200, similar in language and intent to I-946, received nearly $500,000 from FAIR in the last two months of the campaign, allowing paid signature gatherers to nab nearly 100,000 additional signatures and get the unpopular proposition on the ballot, where it passed with only 56% percent approval. (This process of monetary and ideological support by outside groups is well described in the new film "Crossing Arizona" - which is, I humbly plug - playing this Sunday, February 11th, at Folklife's winter film festival.  I will be participating in the post-film discussion.)

The same report describes a similar situation in Utah, where the national organization US English donated $250,000 to pay signature gatherers.  It must be noted as well that both FAIR and US English were established and are currently funded by one man, John Tanton.

The politics of the anti-immigrant movement is truly national in scope, and we in Washington have to be prepared for self-interested parties to use Bob Baker's initiative to further their nativist agendas, not to mention their own political careers.  I wouldn't be surprised if Tom Tancredo swings by (as he did on behalf of Prop 200); he is, after all, running for president on an ardenlty anti-immigrant platform.  And there are whisperings among Washington's Minutemen that top Minutemen will be visiting the state soon (though this probably has more to do with plans for a muster sometime this spring).

Regardless of their purpose in doing so, though, one thing remains clear: a victory for Protect Washington Now is not a victory for Washington and the people, documented or not, who live here.  It is spit in the eye of every young child without healthcare, every teenager further ostracized from their peers, and every parent who follows the money and jobs to Washington, hoping only to make a better life for their families.  I-946 was a punitive, enforcement-only measure that did nothing to address the real immigration problems our country, and our state, faces, and it was roundly rejected as such.  We must do it again. cross-posted at www.notinmycounty.org
