Also Town Toyota, Witte's and Anderson's Orchards all of which are involved in development. 2008 Witte's wanted to develop some of their orchards. Keane was the only commissioner that voted for the controversial and illegal rezone that the Witte's had applied for. Even after neighbors hired attorneys and proved the illegality of this rezone. 2007 Calvin White a local developer exceeded the allowed amount of 20-acre exempt lots in his development at McNeil Canyon. Buyers and surrounding property owners complained to the county about the illegal lots and the lack of roads. Keane and the other commissioners had the road and twenty-acre exempt requirements revised to accommodate White after he violated them. 2004 Keane gave Dave Bremmer another developer, permission to burn even though it violated DOE clean air laws. "Dave and I get along real well. We've worked on a couple of deals together,"  "This ain't the good old boys."
