City Jail in Highland Park? We think NOT.


June 2, 2008: A hundred or so disgruntled HIghland Park neighbors assembled for Round Two of opposition to Seattle's proposal for a City Jail in either of two sites on the edge of our neighborhood. JAIL PROPOSAL COMMUNITY RESPONSE
Valient representatives from our County Council and Legislative District arrived ready to do battle with the city of Seattle.

34th District Rep. Sharon Nelson and County Councilman Dow Constantine showed up to affirm their support of our oposition, to great acclaim. It wasn't a drive-by howdy-do - they stayed long enough to address the subject at some length, enough to satisfy the policy wonks among us. They brought copies of their recent letters of protest to the City Council.

Their message: Don't be afraid of being called NIMBYs!! ANY caring community would defend their turf from detrimental developments imposed from outside. Report and video are posted on West Seattle Blog: Highland Park Jail-sites-strategy meeting: High-level help

I introduced Sharon, who is new in the legislature, having been "selected" by a hundred or so PCOs last fall to fill a vacancy when Joe McDermott moved to the state Senate. She said she was sorry her first intro to the community was over this issue.  

She told us citizen action would be the key to success. She said that this would likely be a long-term battle on several fronts; we must be prepared to soldier on and not give way under continuing pressure. She's been doing it on Vashon for 11 years!

NEW TEAM:
The HIghland Park Action Committee has been floating along with no Chair since January. On this occasion, two men with leadership qualities, Rory and Dorsol, prodded by the alarming news, stood for the Chair position. After Dorsol spoke, even Rory voted for him! But Rory was pleased to be elected to the Vice-chair position.


Above: New Vice-Chair Rory Denovan, Chair Dorsol Plant and former Chair Blair Johnson. We also elected two Volunteer Co-ordinators for the anti-jail action, Geraldine and Rebecca. Rebecca is expecting a baby very soon, but she didn't hesitate to volunteer to help us organize.

Committees were formed and their Chairs chosen. Funny - not very long ago, the very word "committee" was enough to make me run screaming from the room. Now I'm Chair of the Publicity Committee. The glory...

Members of the "Contact Officials Committee" volunteered to give a presentation explaining our position at the next meeting of the 34th District Democrats Wednesday, June 11.

The Highland Park organization sounds a lot like the North Highine Advisory Council.  Both are general multi-issue community groups.  Might there be a place for an organization just focused on the jail issue, for people in both Highland Park and North Highline?

How about a Google or Yahoo mailing list devoted to the subject?

The Central Area Neighborhood Plan Stewardship of all places.  Ted Davina told us about the proposed sites.  I mentioned that the community organizations ARE organizing around this and, thanks to your great reporting, some of the problems this poses.

Of course people were concerned that they would be looking at the Central Area, but Ted said they need seven acres which we don't have.

I said shouldn't we be questioning WHY we need more jails?  Nods all around the table.

When communities fail to build adequate jail space, exactly one group suffers immediately and most: prisoners.

Either they have to live in overcrowded and dangerous conditions (usually until a judge orders that the conditions are illegal) or their access to legal counsel and their families is significantly reduced when they have to be shipped to far off facilities.

Failing to build jails to house inmates humanely is not a statement against the penal code. I'm sorry, but it's irresponsible. It's just pretending the problem doesn't exist.  

When a person enters the penal system, it's an opportunity for positive intervention in a life that's gone wrong. That takes MORE investment, not less.

I think their approach, and Dina's approach (obviously everyone does not have the same motivations) is not NIMBY, but looking at what makes sense.

I humbly suggest that I don't think we should ship people away from home, but I DO think it's important to keep raising the issue of why we have to build more jails.

We underfund education.  The drop out rate is ridiculous.  We offer the meatgrinder of Iraq as an 'option'.  So -- there goes the next generation.  Seattle is turning into a city of the very rich and the very poor.

Also, I wonder now if we can return the favor to King County and make them keep the county prisoners out of our jail and courthouse?

First, I agree with you that the jail should be sited downtown.  As I posted in an comment in Dina's earlier story about this issue, one of the strangest things is that Seattle is not planning to put the Seattle Municipal Court in with this jail.  This will result in great expense of transporting inmates to/from court and there is always some danger in transporting inmates longer distances.  This is why most cities locate courts and jails together.

As for building it downtown, Seattle has said they ruled that out simply because they don't want to build a highrise jail even though they have locations, and even own property, where that could be done.

Now let me explain just a few of the things you may not know.  This may not be a simple NIMBY issue as you seem to think it is.  For example, the Meyers Way site is rather isolated as it is the site of an old gravel pit and the only other thing there, just to the north of the jail site, is Seattle's Fire Training Center. That may make it sound good like a good location to you, but SHAG is going to be building 449 units of low and moderate income housing for elderly people just to the north of the Fire Training Center. Here's the permit. Now, I suppose it could be simply NIMBYism for people to be concerned about siting a jail and senior housing together in what is basically an isolated hole with no businesses, services, or other actiivty around 24 hrs. a day, but I think they have a right to expect some answers from the City about this and find out how the City plans to ensure the safety of the seniors living in this area.

There are also environmental concerns about this site.  Back when Seattle built the Fire Traning Center right nextdoor to this jail site, they ilegally filled in wetlands. You can read about that here and here. If you read the info on Seattle website about the jail sites, you will note they haven't yet done any outreach to environmental groups or even begun to study what environmental issues there are. Given how Seattle handled the building of the Fire Training Center, I think the neighbors have a right to be concerned.  What do you think?
