What are Cantwell and Murray waiting for?

On Tuesday morning, eight members of Wallingford Neighbors for Peace & Justice met for more than an hour with aides to Sens. Maria Cantwell and Patty Murray, a meeting which had been planned well before Pres. Bush scheduled his speech announcing his escalation--er, surge--in US warfare in Iraq. Sadly, neither Senators' aides had much to say. Both are waiting for the President to announce his plans, so they'll have something to "respond to".

Our Senators have been remarkably quiet about Iraq for a long time. Until lately, Iraq wasn't even on Patty Murray's website. They're doing better lately, but I was disappointed that they had no thoughts about the most important issue facing the country.
 Did I miss something? I thought the Republicans were supposed to come up with right wing ideas, and Democrats were supposed to come up with left wing ideas. Instead, Murray and Cantwell are letting Bush and Cheney do all the thinking (no, I can't read that with a straight face either). They are content to respond.

I'm a little sympathetic. It isn't easy to come up with new ideas for getting the troops out of Iraq. I've thought of very few myself: after planes, busses, and ships, I get stuck. As for timing the departure, I don't do much better: We could leave in the next few weeks, or immediately after we destroy all the warmaking material we can't take with us. I suppose it would make sense to leave when most of the people in Iraq want us to, or when most Iraqis thought that killing Americans was good, if those dates hadn't passed long since.

Even so, Senators are elected to think up new policies. They have staffs to help them. In 2005 Maria Cantwell thought up a good one: she said that 2006 must be "a year of transition", that things would have to change. They have, but not the way she intended: the year ended worse than it started, with the 3000th American military death. That soldier certainly had a "year of transition".

Now Murray and Cantwell are awaiting Bush's new plan, so they can "respond". They're missing a great opportunity. Bush's plan has been leaked, and we have a pretty good idea that it is empty of pretty good ideas: "send more people in to kill and die" doesn't bring democracy to the middle east any more than it reduces taxes on the rich. Why don't our Senators toss out some alternatives?

For instance, Sen. Murray has worked hard to support military families and veterans. Take it one step further, Patty: convene a hearing to take input from Iraq vets. Ask them how to end the war. Ask them whether they think that cutting off funds would be failing to support the troops.

Maria Cantwell, meanwhile, exerted herself to create an independent commission to investigate waste, fraud and abuse by contractors. The Republican leadership stopped that one cold (it was an election year). Now the Dems are in power, there are new possibilities. Her aides had heard nothing from their boss about reviving the investigative commission proposal.

The interesting thing about contractor fraud is that we don't need to investigate it at all. Instead, we can just strip the contractors of their immunity, and guarantee the Iraqi courts that if they indict, we'll extradite . This pays off twofold. First, we'll see a marked drop in shady dealings. If nothing else, Iraq's courts have a reputation for getting things done, and done in a way that Halliburton executives would take notice of. Second, we'll see a marked increase in pressure on those same Iraqi courts to be more respectful of the right to a fair trial and a full appeal.

Would these ideas really work? The right wing will call them silly, uninformed and unrealistic--but Americans have gotten used to silly, uninformed and unrealistic ideas for ending this war. It beats waiting for Bush to say something worth responding to.

Congress gave permission to remove Saddam (done), putting an end to Iraq's WMD programs (done, there weren't any), and ending ties between Saddam and Al Queda (again, done, there weren't any).

Congress NEVER gave Bush authority to get engaged with an Iraqi civil war.  Congress never gave Bush the authority to choose sides in said civil war.  Congress never gave Bush authority to stay in Iraq indefinately.

Bush has no legal authority to remain in Iraq, according to Ted Kennedy.

Bush is not legally entitled to escalate the troop presence in a country he is no longer legally authorized to keep troops in to begin with.

That's Ted Kennedy's take on it.  I'd hope that would be Cantwell's and Murray's as well.

Democratic senators have taken some action on the fraud question. Sen. Leahy introduced S.119 ("A bill to prohibit profiteering and fraud relating to military action, relief, and reconstruction efforts, and for other purposes"), of which Sen. Cantwell was a co-sponsor.

of one demonstraton protesting escalation, at the Seattle Fed building yesterday, and the beginning of another, protesting 5 years of illegal detention & torture at Gitmo.

I admit I didn't last long, standing in the subfreezing temp.

But a member of the first group told me they'd just met with Sen. Patty Murray (or her staff) asking her to support Kennedy's legislation. They were frustrated because, as far as they could tell,  she didn't "get it" that the U.S. is in an urgent state, a Constitutional crisis.
