I think Congress should enact the following legislation expanding on the Presidents powers - yeah, you read that right
expanding on his, if you believe Dick Cheney, almost limitless powers.
Give our Presidents the power to submit a Pardon Veto to Congress.
A Pardon Veto simply says that the current President wishes to Veto a Presidential Pardon granted by a previous President. But for this Veto to become legal, it must be submitted to Congress for two-thirds approval. If passed by both House and Senate, the prior pardons are repealed and the Government can pursue full criminal investigations and bring charges against those that would be able to otherwise skip free from the most heinous of crimes, those against humanity and those that may be deemed treasonous of the United States, as well as lesser crimes.
